Certificate 3 Guarantee
The Queensland Government provides funding to assist Queenslanders to obtain their first post-school Certificate 3 qualification under the Certificate 3 Guarantee.
Once you pay an enrolment fee for your course, the Queensland Government will pick up your tab for the remaining costs. Concessions are also available. This also covers foundation skills courses required to begin a Certificate 3 course, such as language, numeracy and literacy skills, and Certificate 1 or 2 qualifications that lead to the Certificate 3.
A Certificate 3 in any area will increase your chances of getting a job or advance your career in that field, and many businesses or industries see it as a minimum qualification for employment.
Eligibility
To be eligible for the Certificate 3 Guarantee, you need to:
- be 15 years of age or older
- have either completed or left secondary school
- not hold or currently be undertaking a Certificate 3 or higher qualification. This does not include courses taken as part of secondary school, or Certificate 1 or 2 qualifications, which are fine.
- not have previously been funded through Certificate 3 Guarantee (You can only access one subsidised place under this program)
- be an Australian or New Zealand citizen or Australian permanent resident, or a temporary resident with the necessary visa and on the pathway to permanent residency, permanently residing in Queensland

Concessional allowances for Student contribution fees will be made if the participant:
- Holds a Health Care concession card or Pensioner concession card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care concession card or Pensioner concession card, and is named on the card
- Presents an official form under Commonwealth law to Flexible Training Solutions confirming that the Participant, his or her partner or the person of whom the participant is a dependant, is entitled to concessions
- Is an Aboriginal or Torres Strait Islander person

User Choice
The User Choice 2010-2016 program provides a public funding contribution towards the cost of training and assessment for eligible Queensland apprentices and trainees.
Eligibility
- Funding through User Choice is available to all Trainees and Apprentices who have entered into a contract for a qualification in Queensland.
- Trainees and Apprentices can access up to two (2) qualifications under User Choice
Flexible Training Solutions is a Pre-Qualified Supplier (PQS) of User Choice.
Cost
Students pay a co-contribution fee along with the Queensland government.

Partial Exemptions
Partial exemptions for Student contribution fees (only 40% of the fee) will be made if the participant:
- was or will be under 17 at the end of February in the year in which training is provided and has not completed year 12
- holds a health care or pensioner concession card or is a dependant of a person who holds a health care or pensioner concession card and is named on the card
- issues Flexible Training Solutions with an official form confirming that the participant, partner, or person of whom the participant is a dependant, is entitled to concessions under a health care or pensioners concession card
- is an Aboriginal or Torres Strait Islander person as stated on the Training Contract and AVETMISS VET enrolment form
Full Exemptions
Full exemptions for Student contribution fees may be made if the participant falls into one or more of the following exemption categories:
- If payment of the student contribution fee would cause extreme financial hardship
- If the State advises in writing that fees are optional.
Full exemptions for Student Contribution fees will be made if the participant falls into one or more of the following exemption categories:
- Where credit transfer/recognition has been applied to a Unit of Competency/Module
- Where the Participant is a School-based Apprentice or Trainee
Funding and fees are based on the government’s prioritisation of courses. Qualifications that lead to occupations with a higher priority level receive the largest contribution from the government.

Higher Level Skills Program
The Higher Level Skills program provides eligible individuals with access to one subsidised training place in selected certificate IV level and above qualifications with a pre-approved RTO of their choice, otherwise known as a pre-qualified supplier (PQS), such as Flexible Training Solutions.
The principal aim of the Higher Level Skills program is to help individuals gain the higher level skills required to secure employment or career advancement in a priority industry or to transition to university to continue their studies.
Eligibility
To be eligible for the Higher Level Skills program, participants must:
- be aged 15 years or over, and no longer at school
- permanently reside in Queensland
- be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen
- not hold, and not be enrolled in, a certificate IV or higher-level qualification, not including qualifications completed at school and foundation skills training; once a person has completed a Certificate IV or higher qualification they are no longer eligible to participate in the Higher Level Skills Program
Cost
A co-contribution fee must be made by students undertaking a certificate IV level and above qualification or skill set.
Given the increased benefits that students and industry accrue from higher-level training, there is an expectation of higher levels of co-contribution under the Higher Level Skills program.
The fee may be paid on behalf of the student by the employer or a third party, but cannot be paid or waived by Flexible Training Solutions or any other PQS.
